I don't know what it means, but it's god damned funny!
The idea that if you're "po'" (as in "so poor that you can't even afford an "o" and an "r" on the end), the family gives everybody just one plate. So that if your plate is broken, you're effectively banished.
So, if someone puts their couch on the sidewalk, is it the middle class equivalent of putting someone out?
